Tournament Rules
Hoops uses the attached rules for Hooops tournaments. Please download a copy and familiarize yourself with our policies and procedures. Protest procedures are outlined also.
2008 Tournament Guidelines
The National High School Federation Rules and Regulations will apply to all tournament games with the following exceptions: All USSSA rules may not apply in this tournament, see tournament director for clarification.
All games are played in halves:
- 3rd / 4th Grade: plays 12 minute halves
- Note: Pressing: Hoops offers competitive basketall with full court press. The referees do not determine if a coach should stop pressing. All coaches are encouraged to play the game in a manner that teaches and sets a good example of sportsmanship.
- 5th grade and up: plays 14 minute halves
- Pre-game Warm-ups: at least a 5 minute pre-game warm up unless games are running behind schedule. No games will begin before their scheduled start time.
- Halftime: no longer than 3 minutes
- Overtime: Overtime period is for 2 minutes.
Scorekeepers: Each team must provide 1 parent volunteer to keep score each participating game.
Other guidelines:
1. Players are disqualified after committing a 5th personal foul (technicals included).
2. 2 Time-Outs per game allowed to each team. One additional time-out per team will be awarded for each overtime period. Time-outs cannot be carried over from regulation to overtime periods.
3. Regulation sized basketballs are used for boys 7th grade division through High School Division. All other divisions in boys and girls competition use the 28.5, smaller basketball.
4. Two (2) technical fouls during a game on any player, coach, or team representative will result in disqualification for the rest of the game.
5. The clock is stopped for all whistle stoppages. There is not a continuouos clock unless the mercy rule applies.
6. Mercy Rule: A 20 point+ lead results in a continuous clock until the end of the game or the lead is cut to within 10 points. Within 10 points, the regular clock runs.
7. Officials and site directors must contact the executive staff before any game is called a forfeit. (Current executive staff is Tim McGinty, General Manager; Pierre Johnson or Tony Ramsey, Basketball Directors)
8. Pool Play: based on W-L points. Maximum points, 20pts. Forfeits scored at 15-0.
9. Tie-Breaker; Point Differential calculation is solely based on the games between tied teams. In the case of a 3 way tie for first, point differential will be used to establish the pool winner. Runners up determined by the head to head play. Lowest points advances.
